His Excellency Abhisantibindit Sar Sokha Highlights 4 Main Causes Leading to the Global Rise in Online Scams and Announces the Plan to Establish the National Center for Combating Online Scams!

His Excellency Abhisantibindit Sar Sokha, Deputy Prime Minister and Minister of Interior, highlighted 4 main causes leading to the rise of online scams globally, including in Cambodia. This was according to a statement by the Minister of Interior during the High-Level Forum of the International Conference on Combating Online Scams on the morning of 23 September 2026, which opened under the high presidency of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of Cambodia.

According to His Excellency Abhisantibindit, these main causes include: 1. The ease of committing the crime, requiring only an internet connection and an electronic device; 2. Legal loopholes and jurisdictional gaps between individual countries; 3. Low capital investment yielding high returns; and 4. The shift in citizens' living habits and direct commerce toward digital communication, digital payments, and cryptocurrency.

Facing this issue, His Excellency Abhisantibindit Sar Sokha, Deputy Prime Minister, highlighted that the Royal Government of Cambodia, under the leadership of Samdech Thipadei Hun Manet, Prime Minister, has deemed the fight against online scams a top priority agenda. This includes the enforcement of the Law on Combating Online Scams and notably the implementation of successive mechanisms, primarily the establishment of the Ad-Hoc Committee to Combat Online Scams, as well as the introduction of legal frameworks and relevant legal instruments to respond to this crime.

His Excellency Abhisantibindit Sar Sokha continued, stating that the Ministry of Interior, as the core agency of the Royal Government, is also studying and reviewing the possibility of establishing a "National Center for Combating Online Scams" to enhance efficiency in addressing these online scams cases in a timely manner. His Excellency Abhisantibindit emphasized, "The introduction of these legal frameworks and mechanisms is to support and achieve the firm political commitment of the Head of the Royal Government, which is to completely eradicate online scams from Cambodia and prevent this crime from resurfacing."

On that occasion, His Excellency Abhisantibindit reported that from July 2025 to 30 June 2026, specialized forces of the Ministry of Interior at all levels cracked down on a total of 665 sites committing online scams and conducted administrative inspections at 28,512 target locations. Through these measures, Ministry of Interior authorities sent 268 cases to the court, involving a total of 2,773 suspects—of which 2,200 are currently detained—and deported a total of 21,102 foreign nationals from Cambodia across 38 nationalities involved in online scams.

His Excellency Abhisantibindit, Deputy Prime Minister, also affirmed Cambodia's strong will, stating that in addition to enforcing laws and various mechanisms to crack down on online scams, Cambodian authorities have also cooperated with partner countries and international organizations, arresting and deporting a number of key ringleaders, and are continuing cooperation to track down and arrest fugitive ringleaders, aiming to crack down on and completely eradicate the root causes of these criminal networks.
