ថ្លែងក្នុងពិធីបើកវេទិកាកម្រិតខ្ពស់ នៃសន្និសីទអន្តរជាតិស្តីពីការប្រយុទ្ធប្រឆាំងការឆបោកតាមប្រព័ន្ធបច្ចេកវិទ្យា ក្រោមប្រធានបទ «ការឆបោកតាមប្រព័ន្ធបច្ចេកវិទ្យា ជាបញ្ហាបន្ទាន់ក្នុងសាកលលោក» ក្រោមអធិបតីដ៏ខ្ពង់ខ្ពស់ សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រី នៃព្រះរាជាណាចក្រកម្ពុជា នាព្រឹកថ្ងៃទី២៣ ខែកញ្ញា ឆ្នាំ២០២៦ នៅរាជធានីភ្នំពេញ ឯកឧត្តមអភិសន្តិបណ្ឌិត ស សុខា ឧបនាយករដ្ឋមន្ត្រី រដ្ឋមន្រ្តីក្រសួងមហាផ្ទៃ បានលើកគោលគំនិតចំនួន១០ចំណុច ជូនអង្គសន្និសីទអន្តរជាតិពិចារណាក្នុងន័យលើកកម្ពស់កិច្ចសហប្រតិបត្តិការអន្តរជាតិ នៃការប្រយុទ្ធប្រឆាំង-ការឆបោកតាមប្រព័ន្ធបច្ចេកវិទ្យា។

ចំណុចសំខាន់ៗទាំង១០ រួមមាន ទី១.លើកកម្ពស់ការចែករំលែក និងផ្លាស់ប្តូរព័ត៌មានទាន់ពេល។ ២.បន្តពង្រឹងការស្រាវជ្រាវបណ្តាញហិរញ្ញវត្ថុ។ ៣.រឹតបន្តឹងការគ្រប់គ្រងការចេញចូលឆ្លងដែន។ ៤.លើកកម្ពស់ភាពជាដៃគូរវាងរដ្ឋ និងវិស័យឯកជន។ ៥.ជំរុញការផ្លាស់ប្តូរជំនាញ បទពិសោធ បច្ចេកទេស និងការបណ្តុះបណ្តាល។ ៦.លើកកម្ពស់ការការពារជនរងគ្រោះ។ ៧.ការធ្វើសកម្មភាពរួមគ្នា និងព្រមៗគ្នាក្នុងពេលតែមួយ។ ៨.ការបង្កើតក្របខណ្ឌច្បាប់ និងលិខិតបទដ្ឋានយុត្តិធម៌រួមជាសកល។ ៩.ការលើកកម្ពស់ការយល់ដឹង និងអប់រំសាធារណជនជាសកល និងទី១០.ការស្រាវជ្រាវ និងអភិវឌ្ឍបច្ចេកវិទ្យាឆ្លាតវៃសម្រាប់បង្ក្រាបបទល្មើស។

ឯកឧត្តមអភិសន្តិបណ្ឌិត បានចាត់ទុកវត្តមាននៃការអញ្ជើញចូលរួមពីសំណាក់ថ្នាក់ដឹកនាំ ភ្ញៀវកិត្តិយសជាតិ-អន្តរជាតិ និងតំណាងស្ថាប័នអន្តរជាតិនានា ជាសក្ខីភាពស្តែងឱ្យឃើញយ៉ាងច្បាស់ពីសុច្ឆន្ទៈដ៏មុតមាំ និងការប្តេជ្ញាចិត្តរួមគ្នាប្រយុទ្ធប្រឆាំង និងលុបបំបាត់ឧក្រិដ្ឋកម្មឆ្លងដែនជាបទល្មើសសកលមួយនេះឱ្យកាន់តែមានប្រសិទ្ធភាព សំដៅធានាបាននូវសន្តិសុខ សុវត្ថិភាព និងផលប្រយោជន៍ជូនមនុស្សជាតិក្នុងពិភពលោក។

ឆ្លើយតបទៅនឹងការប្រយុទ្ធប្រឆាំងការឆបោកតាមប្រព័ន្ធបច្ចេកវិទ្យា ប្រមុខក្រសួងមហាផ្ទៃ បានគូសបញ្ជាក់អំពីលទ្ធផល ដែលអាជ្ញាធរមានសមត្ថកិច្ចគ្រប់ជាន់ថ្នាក់ បានចាត់វិធានការបង្ក្រាប ដោយគិតចាប់ពីខែកក្កដា ឆ្នាំ២០២៥ ដល់ថ្ងៃទី៣០ ខែមិថុនា ឆ្នាំ២០២៦ សមត្ថកិច្ចបង្ក្រាបបោសសម្អាតសរុបចំនួន៦៦៥ទីតាំង និងបានអនុវត្តវិធានការបង្ការតាមរយៈការចុះត្រួតពិនិត្យរដ្ឋបាលសរុបចំនួន២៨.៥១២ទីតាំង។ តាមរយៈវិធានការខាងលើនេះ សមត្ថកិច្ចបានកសាងសំណុំរឿងបញ្ជូនទៅតុលាការ ចំនួន ២៦៨សំណុំរឿង មានជនសង្ស័យជិត ២.៧៧៣នាក់ ដែលក្នុងនោះកំពុងជាប់ឃុំ ចំនួន២.២០០នាក់ ព្រមទាំងបានបណ្តេញជនបរទេសពាក់ព័ន្ធនឹងបទល្មើសនេះចំនួន ២១.១០២នាក់ មាន៣៨សញ្ជាតិ។

មុននឹងបញ្ចប់ ឯកឧត្តមអភិសន្តិបណ្ឌិត ឧបនាយករដ្ឋមន្ត្រីបានគូសបញ្ជាក់ថា ការរៀបចំសន្និសីទអន្តរជាតិ ស្តីពី «ការប្រយុទ្ធប្រឆាំងការឆបោកតាមប្រព័ន្ធបច្ចេកវិទ្យា» គឺជាសារប្រាប់ទៅក្រុមឧក្រិដ្ឋជនទាំងអស់ ឱ្យបានដឹងថា កម្ពុជា រួមជាមួយពិភពលោកទាំងមូល មិនអនុញ្ញាតឱ្យមានការឆបោកតាមប្រព័ន្ធបច្ចេកវិទ្យា នៅលើផែនដីនេះតទៅទៀតនោះឡើយ។ ឯកឧត្តមអភិសន្តិបណ្ឌិត បានសង្កត់ធ្ងន់ថា គ្មានជម្រកសុវត្ថិភាព គ្មានច្រកចេញសម្រាប់លំហូរប្រាក់ខុសច្បាប់ និងគ្មានការលើកលែងសម្រាប់មេខ្លោង ឬបណ្តាញឧក្រិដ្ឋកម្មឆ្លងដែនណាមួយទេ។ ទោះក្នុងទម្រង់ណាក៏ដោយ ក៏ស្មារតី និងកម្លាំងសាមគ្គីភាពអន្តរជាតិ នឹងតាមបង្ក្រាបរហូតឈានទៅបញ្ចប់បទល្មើសនេះឱ្យទាល់តែបាន។

សន្និសីទនេះមានគោលបំណងសំខាន់ៗចំនួន៣ រួមមាន ទី១. ស្វែងយល់ឱ្យកាន់តែស៊ីជម្រៅអំពីការវិវត្តនៃប្រព័ន្ធអេកូឡូស៊ីដ៏ស្មុគស្មាញរបស់បណ្តាញឆបោកតាមប្រព័ន្ធបច្ចេកវិទ្យា ទី២.ពង្រឹងកិច្ចសហប្រតិបត្តិការអន្តរជាតិ ការសម្របសម្រួល និងភាពជាដៃគូពហុភាគី ក្នុងការប្រយុទ្ធប្រឆាំងការឆបោកតាមប្រព័ន្ធបច្ចេកវិទ្យា និងទី៣. លើកកម្ពស់ការផ្លាស់ប្តូរបទពិសោធន៍និងឧត្តមានុវត្តន៍ និងបង្កើតការអំពាវនាវឱ្យមានសកម្មភាពរួមគ្នា ក្នុងការប្រយុទ្ធប្រឆាំងការឆបោកតាមប្រព័ន្ធបច្ចេកវិទ្យា។

សន្និសីទនេះដែរ នឹងអនុម័តលើឯកសារលទ្ធផលមួយ ដែលនឹងផ្តល់នូវក្របខ័ណ្ឌសម្រាប់ការពង្រឹងកិច្ចសហប្រតិបត្តិការអន្តរជាតិ ការចែករំលែកព័ត៌មាន ការកសាងសមត្ថភាព ការបង្ការ ការអនុវត្តច្បាប់ ការការពារជនរងគ្រោះ និងការសម្របសម្រួលគ្នាក្នុងការឆ្លើយតបចំពោះការឆបោកតាមប្រព័ន្ធបច្ចេកវិទ្យា និងឧក្រិដ្ឋកម្មឆ្លងដែនដែលប្រើប្រាស់ប្រព័ន្ធបច្ចេកវិទ្យា៕

10 Measures from the Ministry of Interior at the High-Level Forum of the International Conference on Combating Online Scams to Enhance International Cooperation

Speaking at the opening ceremony of the High-Level Forum of the International Conference on Combating Online Scams, under the theme "Online Scams as a Global Emergency," presided over by Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, on the morning of 23 September 2026 in Phnom Penh, His Excellency Abhisantibindit Sar Sokha, Deputy Prime Minister and Minister of Interior, presented 10 measures for the international conference to consider in order to enhance international cooperation in combating online scams.

The 10 key points include: 1. Enhance real-time intelligence sharing; 2. Strengthen financial networks investigation; 3. Reinforce border management; 4. Promote public-private partnerships; 5. Foster skills exchange, experience sharing, technical assistance, and training; 6. Prioritize victim protection and support; 7. Act together and in a coordinated manner; 8. Establish a global legal framework and shared judicial standards; 9. Promote global public awareness and education; and 10. Research and develop smart technology for crime suppression.

His Excellency Abhisantibindit considered the presence and participation of leaders, national and international distinguished guests, and representatives of various international institutions as a clear testament to the strong goodwill and collective commitment to combat and eradicate this transnational and global crime more effectively, aiming to ensure security, safety, and the interests of humanity worldwide.

In response to the fight against online scams, the Minister of Interior highlighted the results achieved by competent authorities at all levels in taking crackdown measures. From July 2025 to 30 June 2026, authorities successfully cracked down on and eradicated a total of 665 sites and implemented preventive measures by conducting administrative inspections at 28,512 sites. Through these measures, authorities sent 268 cases to the court, involving nearly 2,773 suspects—of which 2,200 are currently detained—and deported 21,102 foreign nationals representing 38 nationalities involved in these crimes.

Before concluding, His Excellency Abhisantibindit, Deputy Prime Minister, highlighted that organizing the International Conference on Combating Online Scams sends a clear message to all criminal syndicates that Cambodia, together with the entire world, will no longer allow online scams to exist. His Excellency Abhisantibindit emphasized that there are no safe havens, no outlets for illicit financial flows, and no exceptions for any ringleaders or transnational criminal networks. Regardless of the form, the spirit and strength of international solidarity will pursue and crack down on these crimes until they are completely eradicated.

This conference has three main objectives: 1. To deepen our understanding of the evolving online scam ecosystem; 2. To strengthen international cooperation, coordination, and multi-stakeholder partnerships; and 3. To promote the exchange of experiences and best practices, and to establish a call for joint action in the fight against online scams.

This conference will also adopt an outcome document that will provide a framework for strengthening international cooperation, information sharing, capacity building, prevention, law enforcement, victim protection, and coordinated responses to online scams and technology-enabled transnational crimes.
