Over the Past Year, Cambodian and Chinese Police Collaborated to Track, Investigate, Arrest, and Deport Illegal Chinese Nationals in Numerous Cases
Highlighting the results of bilateral cooperation over the past year, Ministry of Interior Deputy Spokesperson Mr. Touch Sokhak stated that in response to specific requests from the Chinese Embassy in Cambodia, authorities launched successive investigations into key targets. Notably, following a request to investigate 16 Chinese nationals involved in online scams, extortion, and other crimes, authorities located 14 individuals (4 had already left Cambodia, while 10 remained) and found that the other 2 had no record of entering the country.
Following an additional request from the Chinese side to investigate 52 Chinese nationals (including 4 females) involved in online scams, violations of citizens' personal information, and illegal border crossings, Mr. Touch Sokhak confirmed that Cambodian authorities cooperated and located 39 individuals. Among them, 9 had left Cambodia, 13 had no entry records, and 1 was found to hold Cambodian citizenship. Furthermore, authorities successfully rescued 3 Chinese nationals who had been confined to work in online scams and subsequently transferred them to the General Department of Immigration.
Separately, regarding a request to investigate 45 Chinese nationals (including 6 females) involved in disputes, online scams, illegal gambling, and other crimes, authorities located 36 individuals. Of these, 16 had left Cambodia, 20 had not yet left, and 9 had no entry records. Among the 20 individuals still in the country, one was arrested by authorities and sent to the General Department of Immigration in 2025 to undergo deportation procedures.
The spokesperson added that over the past year, Cambodia also received a request from China to investigate 5 Chinese nationals involved in illegal deposit-taking and pornography. It was determined that all 5 suspects had not yet left Cambodia and are currently subject to ongoing legal procedures. Regarding a request for another 5 Chinese nationals involved in sexual assault and causing other disturbances, it was found that they had entered Cambodia, with 2 having already left. However, none of these 5 suspects had data within the General Department of Identification's management system.
Within the Lancang-Mekong framework, the deputy spokesperson confirmed that Cambodia received a total of 100 diplomatic notes involving 214 suspects (including 10 females). As a result, Ministry of Interior authorities closed 2 cases by arresting and deporting 2 individuals, submitted phase-one response reports for 30 diplomatic notes (involving 31 individuals), and are currently processing the remaining 68 diplomatic notes (involving 183 individuals, including 7 females).
Aside from the investigation results based on individual requests, Mr. Touch Sokhak highlighted that, "The joint operations to eradicate online scams have achieved immense success, with the Chinese side coordinating hundreds of special chartered flights to transport tens of thousands of Chinese nationals involved in online scams back to face justice in China."
He emphasized that these achievements stem from the close cooperation between the two countries through the Law Enforcement Cooperation Coordination Office (based on the 2019 and 2024 MoUs) and the Lancang-Mekong Integrated Law Enforcement and Security Cooperation Center (based on the 2017 MoU, for which Cambodia has continuously updated its working group composition in 2018, 2019, and most recently in July 2026).
