Top Leadership of the Ministry of Interior to Deliver Remarks at High-Level Forum of the International Conference on Combating Online Scams

Serving as a core agency of the Royal Government under the leadership of Samdech Moha Borvor Thipadei Hun Manet, His Excellency Abhisantibindit Sar Sokha, Deputy Prime Minister and Minister of Interior, will deliver a speech at a high-level forum on "Online Scams as a Global Emergency." This serves as the first agenda item following the official opening ceremony, which will feature a keynote address by the Prime Minister of Cambodia.

The International Conference on Combating Online Scams will be held in Phnom Penh, the heart of the Kingdom of Cambodia, from 23 to 24 September 2026, under the theme "Acting Together towards Breaking the Chain and Eradication of Online Scams." Within the framework of this conference, His Excellency Abhisantibindit will also engage in several other important working sessions with representatives from various countries and international organizations.

Mr. Touch Sokhak, Deputy Spokesperson for the Ministry of Interior, stated that the Minister of Interior will highlight the background and root causes behind the surge in online scams, the connections between this crime and other offenses, and the crackdown mechanisms and results achieved within the Ministry's jurisdiction. Furthermore, he will address the challenges posed by artificial intelligence and inspire discussions aimed at enhancing international cooperation, transparency, and resolute commitment.

He added, "His Excellency Abhisantibindit Sar Sokha will emphasize to the forum the Royal Government of Cambodia's priorities in combating online scams, the practical results and experiences from crackdown operations, and key points for the international conference to consider and jointly address within a humanitarian framework, aiming to eradicate this transnational crime with higher efficiency."

Also during the conference, H.E. Keo Vannthan, Secretary of State of the Ministry of Interior, will deliver remarks on the topic of "Regional and Global Responses to Online Scams." The forum will feature speeches and panel discussions from representatives of the Lancang-Mekong Secretariat, the Federal Bureau of Investigation (FBI), the Australian Federal Police (AFP), the ASEAN Secretariat, the International Monetary Fund (IMF), and the International Criminal Police Organization (INTERPOL).

His Excellency Keo Vannthan will speak on the priority of tackling online scams in Cambodia, the deep-rooted complexity of these crimes at the domestic, regional, and global levels, and offer perspectives for the international conference to collaboratively address this global issue.

The International Conference on Combating Online Scams in Cambodia is organized with cooperative support from the United Nations Office on Drugs and Crime Regional Office for Southeast Asia and the Pacific (UNODC-ROSEAP), the International Criminal Police Organization (INTERPOL), and the Lancang-Mekong Integrated Law Enforcement and Security Cooperation Center (LMLECC).

In the first six months of 2026, authorities of the Ministry of Interior, including the General Commissariat of National Police and the Capital-Provincial Unified Administration Commands, cracked down on 488 online scam sites and detained 20,926 suspects representing 38 nationalities. Of these, 2,637 suspects spanning 26 nationalities were sent to court, and several others remain subject to ongoing specialized procedural measures.

During the same six-month period, officials inspected 28,512 locations targeted under Sub-Decree No. 03, screening over 100,000 individuals, and conducted road inspections over 21,000 times, screening 44,000 individuals.
These operations led to the discovery of suspects, related evidence, and undocumented foreign nationals totaling 2,340 individuals from 20 nationalities. Out of the 46,474 foreign nationals deported from Cambodia, 16,874 individuals representing 34 nationalities were involved in online scams.

Within the scope of the first six-month operations, authorities identified 30 victims (25 related to sexual exploitation and 5 to human trafficking), detained 18 suspects, and identified and arrested 8 individuals. The authorities also inspected and installed 457 security cameras across 201 shutdown sites, sealed premises following crackdowns and voluntary closures by owners at 521 locations, and launched 85 money laundering investigations.

Additionally, in August 2026, authorities cracked down on 85 more online scam sites, detaining 1,255 suspects representing 13 nationalities and deporting 574 individuals spanning 11 nationalities. Authorities also imposed fines totaling 822,240,000 Riels on owners and site managers who violated Sub-Decree No. 03, primarily for failing to report the presence of foreign nationals.
